Higuera Blanca/Litibu represent Phase I of the Mexican Governments tourist development program. Phase II will occur in Capomo, and Phase III in La Penita. This expansion is expected to span two decades and will create an unparalleled corridor for tourism in Nayarit. The mexican Government has said that Nayarit with its beaches and mountain jungles is roughly comparable to Costa Rica in size and form. Given the success of the Costa Rican Eco-tourism model, it is being used as a model to reshape Nayarit to enhance tourism and protect the environment.
